Professor Del Nelson will describe how ranking systems like ours at LLNL actually demotivate the workforce and result in poorer performance. He will discuss how alternate policies can lead to more motivated employees, thus helping LLNL to improve its contribution to the nation's security.
Professor Nelson is a retired Federal Executive and directed the PACER SHARE project for the reform of the U. S. Civil Service. In that project he built a full working partnership between management and the workforce unions (led by the American Federation of Government Employees). That partnership agreed on the design of, and implemented a management system with no appraisals. Data monitored by the RAND Corporation showed increased morale, decreased sick leave and lower turnover rates.
There will also be a signing ceremony for the affiliation agreement between The Society of Professional Scientists and Engineers of LLNL and University Professional and Technical Employees, Local 9119 of the Communications Workers of America, AFL-CIO.
