Human Resource Management Initiatives--Formal Review of Proposed Personnel Policies

Attached for formal review are the proposed new Personnel Policies for Staff Members, These policies consolidate the current four-tier staff personnel system (Staff, A&PS, MAP, and Executive Programs) into a single personnel policy system covering alt levels of non-represented staff. This single body of personnel policies is proposed in response to the directions identified in the Human Resource Management Initiatives to help meet the strategic need to streamline and simplify the personnel system. We appreciate very much the extensive comments received from campuses, employees, advisory groups, and employee organizations, which were carefully considered as a result of previous rounds of review.

This set of proposed policies does not address in detail the implementation of long-term changes to the University's pay structures and classification systems, which will be incremental over time with ample opportunity for comment from managers, supervisors, and staff. In the interim, annual salary plan guidelines will continue to specify the amount and timing of the University's merit pay and incentive award programs.

Although most of the proposed policies will apply equally to all covered employees, key distinctions in job security, grievance rights, and vacation accruals are made between "Managers/Senior Professionals" and "Professionals/Support Staff," The category of Managers/Senior Professionals" would include some positions in the current Executive Program and all current MAP positions. At their discretion, campuses may determine whether any positions at the Principal Analyst I level and equivalent titles, which are Currently in the A&PS Program, should be included in this category. However, such action would require reclassification. The category of "Professionals/Support Staff" would include current SPP and A&PS positions.

As this is a formal review, employees and employee organizations should be given the opportunity to comment. The Human Resource Directors have reviewed preliminary drafts of the proposed policies.
